MSPSS provides reliable, in-person notary services in Wheeling, West Virginia and surrounding areas. All notarial acts are conducted in accordance with West Virginia state requirements, and all signings must take place in the state of West Virginia.

Notary Requirements:

To complete a notarial act, the following are required:

  • All signers must be physically present at the time or notarization.

  • A valid, government issues photo ID is required for all signers.

  • Documents must be unsigned prior to the appointment.

  • The notary must be able to properly identify all signers.

  • If your document does not contain a notary section, you must inform MSPSS prior to your appointment so that the appropriate notarial certificate can be provided at the time of signing.

Failure to meet these requirements may result in the notarial act not being completed. In such cases, all applicable travel fees will still be charged.

Hourly Pricing

Standard Notary Fee:

$10 per signature/ stamp (West Virginia State Fee)​​​

Travel Fee:

$20 (up to 10 miles)

$1.00 per additional mile

Long Distance Appointments:

Notary services within the state of West Virginia beyond 30 miles may be accommodated upon request.

Travel fees for long-distance appointments may required upfront.

Holiday Appointments:

An additional $10 fee applies to appointments scheduled on holidays.

Package 1:

5 Notarial Acts / Month

$30 per month

Package 2:

10 Notarial Acts / Month

$55 per month

Reduced Travel Fee:

$10 (up to 10 miles)

$0.50 per additional mile

Additional Note: 

Unused notarial acts do not roll over onto the following month. Additional notarizations beyond the selected package will be billed at the standard fee.
